I sometimes have said, yes, UFOs exist. But that doesn't mean that it came from space. It just means they don't know what the fuck it is.
I'll need to dig for it, so you'll have to find it yourself for now. But UFOs was a way to make sure that if anything did get the Soviet's attention, they would just write it off as some kind of stupid thing that some schmuck had some delusions about.
