Well, duh. Even the rich beneficiaries to the policies and their advocates know privately it doesn't work. The point is simply to lie to gullible voters in public and laugh their asses off in private. Same with deregulation, doesn't really create new jobs... There are always plenty of intellectual whores in academia and think tanks that will say whatever their backers want.
