He’s still culture poisoned until that deep concern he’s showing for himself is replaced with concern for George and how he took everything the man ever had and ever will have along with a heavy shame for how he hurt everyone whose lives were touched by George in life or in tragedy.
Without this he can’t be said to have any empathy at all and he’s far too corrupt to be trusted with any authority over others.
