They can get scared by a plastic bag in a breeze.
Those police horses weren't trained thoroughly enough.

agreed.... that striping wasn't there before and was unfamiliar to them.

- Properly trained (actual!) Police horses would Never act like that!

Yeah it's funny but it goes back to training. These horses are poorly trained to be police mounts. IMHO

If these mounts were properly trained but clearly they are police mounts and areas of training that should be done are not covered.
