He was presumably trolling gay bars and using the (gay) hookup app Grindr to meet other men.
Evidently they used tracking software, invading people's privacy, in order to try to avoid future scandals. However, stopping priests from consensual hook ups shoud be a fairly low on the churches priorities as they have much larger and more harmful problems they should be addressing.
