Total medal count.

I have always believed the total medal count was considered, by some, to determine the “winner”, but the spirit of the Olympics is not to “win”, but to encourage the improvement in achievement by all participants.
“Cities, Altius, Fortius” (Swifter, Higher, Stronger).
