Those are used for castrating bulls.

Not JUST Bulls but male sheep, male goats, young make horses, etc, but as for me when helping an animal lose a couple of 'stones, I was taught the old, tried and true method of a VERY, VERY sharp knife, followed quickly by a very generous dabbing Shearers Tar to close over the wound and prevent flies and infections from get to it.
