2.) How on earth did they get from war torn Ukraine to Tijuana? 
Do people not have YouTube? Don't come to the USA borders. Even the VP of the USA said, "Do not come. Do not come." likely the ONLY 6 words strung together, ever spoken by ANY US politician, that is the truth.
(PS: Stay in Europe. You'll have food AND health care. In the USA you have to choose one or the other.)
