I think that is a very good idea. In doing so then the "good cops" would step up and out the bad one because their retirement and pensions would be at stake. Hit them in the pocket-book and action will be taken.

What? Make the bad apples in police accountable for their actions? It will never happen in the United $tates of Absurdity.

I agree that it is not likely but you have to admit it is a fun idea.
