My neighbors cat keeps on visiting me. He seems to spend more time at my house than his own home.

Cats train all available people to give them new foods and rub their ears....unless you keep them safe inside in one home the whole world is their territory to spray and dig in

I am going to have to send them a bill for all its food, I think.
@Jolanta Oh so you are feeding it too? Maybe it is your cat!
I mean if they aren't taking care of it to that degree. Maybe you should ask?
Though my friend had a dog and only after it had died did we find out that all these folks in the neighborhood were feeding her. A lot of folks were throwing out their boxes of Milkbones for a dog they didn't own after she was gone. 
(Leash laws were really lax back then).
Well then its your cat visiting the neighbours.
