Having been in military intelligence, I can say that A) intel from people on the ground is the least reliable, albeit often very important B) it is difficult to believe there weren't conflicting reports, with other reliable sources C) it is easy for those at the top to lie to the bottom (been there, seen it done - nuclear blast) D) lies from the bottom (not mistakes) get punished. Need I say more.
