Might I suggest that you add Palm Desert CA to your list. The politics in FL and AZ are reason enough to avoid both states. Even San Diego will offer far more job opportunities and a better selection of arts and entertainment. All three states are known for high cost of living and cost of housing. Mass transit is far better. As to medical, with the military presence in San Diego, there is great health coverage.

I live in Fort Pierce which some call southern central Florida. We refer to ourselves as south Florida.
I lived in central Florida for 10 years.

The public transportation down here is rudimentary but growing.
Rent is becoming obscenely high whereas house payments are pretty low.
Fewer jobs that pay well but cost of living is low compared to central Fl

I currently live in Central Florida, however I did once live a couple of years in Tucson (Davis-Monthan AFB). Tucson is a big college town. If I had a choice of the two I am staying in Florida.

I live about 30 miles south of Orlando in between two small towns. One is called Kissimmee and the other is St Cloud. I moved here from Orlando 17 years ago to get away from the congestion in Orlando. I have many friends in Orlando who like the urban lifestyle. Orlando has 2.5 million permanent residents. There are 16 million tourists that visit Central Florida annually. So the average population is actually more like 3.5 million people except 1 million of them are driving rental cars and usually driving like a tourist! The theme parks are constantly expanding and increasing tourism. That means the roads are always inadequate for the number of drivers. Subsequently at least one major highway is always under construction. There are mass transit systems like busses, Sun rail and Amtrak. Orlando has all the trappings of a big city with sports teams, museums, cultural,and art centers. Orlando's population is still growing so home prices are always going up. If this sounds good to you then have at it. Personally my favorite big city in Florida is Tampa/St. Petersburg.The variety of lifestyle, entertainment, and cultural choices are twice as good as Orlando. I may move in that direction in 2021. Medical is about the same good quality in all the big cities. The small town hospitals are not as good. You can always get a referral to the major hospitals. If you are looking to get into a suburban or rural life style then move at least 30 to 50 miles away from Miami, Tampa, Orlando, or Jacksonville to a smaller town. Good luck in your retirement.

Just stay away from Orlando area way to crowded and expensive, down where I live (Sarasota County) a few miles inland prices for good homes are under $200,000. There a bus service for Sarasota County, not great but it works, a lot of people swear by Sarasota Memorial Hospital, " ain't ever been , they tell me it's nice, I'm making recor...." OOPS sorry.

Tampa has a reasonable cost of living -- lower than the Northeast or West Coast. Rent is not cheap, but not exorbitant. Home ownership -- can get a good home for less than $300,ooo. Transportation: if by car, good roads, but heavy traffic; citywide bus system' great airport. Good doctors and hospitals, excellent medical system at U. of South Fla.(we the USF system for physicians and treatments).
