I dunno man. I'm not going to risk it, but I do have some super high fixtures with burnt bulbs than no reasonable person can reach.

Step ladders are easy to get for up to 16 feet, higher than that and you need a scissor lift.
Run hire light bulb poles that add an extra 8'.
@glennlab That one when used as a step ladder is 16 feet.... That ceiling was designed to be serviced with either portable scaffolding or a lift only. at a guess it is 24 to 26 feet high. Oddly people never seem to consider these things when they purchase a home and builders are always cutting costs by using cheap fixtures and unskilled labor.
