The Special Council will not bring a case to trial if the evidence is sufficient to assure an absolute conviction. But cooperation and collusion through stupidity did occur. Plus 10 counts of obstruction of justice were clearly outlined and could have been pursued.
Mueller, a life long Republican was hesitant to take the necessary step to actually calling it criminal. For better or for worse, he threw that to the Congress to take the reins. His deep respect for the office of the Presidency (not of the man holding that office) factored in his hesitancy. He was a Republican afterall. His expectations of Congress to act according was not realized unfortunately.
To say there was no evidence is incorrect and just a conservative talking point. Not a fact.

Accusations are not facts. You can't have it both ways. First you acknowledge there's not enough evidence for a case, or are paraphrasing Mueller, and in the next breath you convict. Eliminating the coherent knowledge of perception management being used on society as the most likely reasons a manufactured agenda was created.

Again, accusations that had no substantial evidence to back them up that these same actions have also been an environment of past politician's and administrations within systemic unethical practices. Again, the conditioning of this manufactured gesture lures you away from asking the proper question. Why wasn't it pursued?
And further more, why won't Biden in the future as it's already being thrown out there that he has no plans to "use the DOJ as his personal tool to investigate Trump". Again, luring you from the collaboration of both parties within crimes and unethical practices. As both parties will collectively sweep all the real crimes and unethical practices of the 2016 election cycle to the present under a rug and start from scratch.
I assure you Mueller being a republican has absolutely nothing to do with it. He doesn't work as or for the republicans. He works for an agenda for the ruling class for his own self interest. And he has no sense of respect. His expectations of congress happened just as they expected from him. Make a broom and create a hole to sweep up the mess they all created.

I disagree with your assessments. Two things can be ture at once. He is guilty, but case is too borderline to make it worse trying.
And Mueller Republicanism played a great deal in how he made judgments and decisions. His careful deliberation and trepidation about sullying the office of the Presidency made him over cautious and reluctant to affirm his suspicions and the evidence before him.
Mueller had a reputation of being a very principled and by the book person. He was a life long law enforcement who was known for his seriousness and princioles. Something that was very lacking in the Administration he was investigating.
