I think what they did killed at least 2 birds with one stone. Firstly, like you said it covered up and distracted away from them rigging the primary in 2016. Secondly, it sets a precedent for demonizing Russia who is a major geopolitical and economic enemy that makes it easier to get public support for future military actions and foreign policy in Central Asia as well as try to cut into Russia supplying Europe with oil. This is also in opposition to China.
I don't think they thought it wouldn't work. They might have given Trump a gift in 2020 of proving that it was a witch hunt against him making more people vote for him. His base is going to see it as justification for why they voted for him the first time and they will definitely vote for him again.
No matter the outcome in 2020, the Democrats and their voters will still parrot the same stuff they are now.
