Florida stopped doing gun permit checks for more than a year
"...the state failed to check the National Instant Criminal Background Check System from February 2016 to March 2017."
One person was put in charge of granting/denying permits for carrying concealed weapons. The reason she didn't do the background checks? She couldn't log into the database.
