Assuming that the 1/3 (rather than "I/3" ) and 2/5 are exact (not rounded) and include all sheep in those locations, and that the barn is not in the pasture (and the pasture is not in the barn), the number must be a multiple of both 3 and 5.
Since it's less than 20 (and can't be negative), it must be 0 or 15.
Having one as a pet implies than he has at least one (it doesn't tell us anything else, since the pet could possibly be among either of the other groups), so the total number is 15.
(The location of 4 of them is unspecified.)
