Even as an empiricist I would not respond in this way to a declaration of love.

I think "I love you" is uttered when the utterer thinks the love is reciprocal, and they're fishing for an "I love you too" type of statement. If you're not there yet it can be really awkward because "I love you too" is really the only acceptable response. If the other person is getting ahead of me (hasn't happened yet, but who knows) then I'd have to gently say some form of "I'm still getting to know you and sorting out my feelings. You're a lovely person or we wouldn't be having this conversation but let's slow things down a little".
