I think it's farther back then the 19th century. More like the Dark Ages.

The Senate is what needs the 19th. Century return. The error of amending the Constitution so that they too have to pander to the mob instead of representing their states, becomes more obvious with each subsequent 'hearing'. None of this crap happened when the Senate wasn't answerable to the electorate at large.
