What policys could the government (Federal, state, or local) enact to promote employee owned corperations, and ESOP's (employee stock ownership plans)?

I suppose the usual incentive..tax breaks for companies who use them.
Currently there are 11,000 employee stock ownership plans for over 13 million employees in the US, including include Publix Supermarkets, Hy-Vee, McCarthy Building Company, WinCo Foods, Citadel Environmental Services, New Belgium Brewery, and photography studio company Lifetouch.

Most private U.S. companies doing this are structured as S corporation ESOPs.
