Who's at fault? The unbelievers who live peacefully but are hindered by believers for they "do not believe in the highest" or the believers who just want to respect their belief?

at fault for what?

i do not have to respect anyone's beliefs. i should respect people's rights even if they believe stuff i think is absolutely stupid. there is no law against being stupid. i do not have to respect the imaginary right for people to push their stupid beliefs on others, including but not limited to me. i do not have to respect the imaginary right for people to harm others because they do not share their beliefs, whether they're stupid or not. i do not have to respect every single person in the world. i have to respect their rights, but respect them when they're disrespectful, or mean, or delusional? no, of course not.

Neither is at fault. People can believe what they want to believe. Only when they try to force someone to believe the way they do.

Believing differently from another person is not grounds for offense. Trying to coerce another to believe as you do... is.
