Check your facts you are spreading misinformation. Most of the report comes from other sources like the NY Times. You will get more sly spam from American and Israeli sites than you will from Russian. Besides which, what makes you think that you are informationally significant to the Russians? Look at how Facebook and your security services secretly follow you around the web spying on you.
Regarding legitimising you mean that so long as it is not happening to you you couldn't give a brass razoo? A professor at one of your universities wrote an hypothesis about such people. If you are not familiar with it please go and become acquainted:
