If I file all the appropriate paper for a declaration of War on my neighbour then attack his domain am I immune to charges of murder if he or any under his shadow are killed.

Feel free to reply to any comment by clicking the "Reply" button.That would not be legal in the US because under our constitution the power to declare war is reserved to the federal government.
You might get away with it in Canada. Are you going to try?
