Any kind of punishment is going to be interpreted (by him) as a sign from God that he has been chosen to be a martyr.

I truly HATE religious zealots.

Chopping one of his goolies off might test his interpretation somewhat?

Brazilian law has to deal with this. Hopefully it includes attaching electrodes to his genitalia

We have the carrot and the stick. In other words we have a punishing justice and a restorative justice. Punishment hardens people and makes them not want to get caught. Avoidance (not getting caught) is the only deterrent.

Education and rehabilitation makes people understand it is counter-productive and provides more reasons to not offend than does punishment.
