Yeah back in 1944 they spoke a little differently then we do now and localities had a wider array of public nuisance laws for which they could refer to someone as being.
Such as a bum, town drunk, or my personal favorite rebel rouser.
Those were different times indeed.

@orange_girl Yeah well I’m not surprised at least 1/2 of the population here in The United States has suffered from a sustained memory loss of any time before 2016.
