If rules are taught to be perfect and necessary since childhood then the sense of implementing those rules would give peace. Total obedience would bring control and the leadership would be determined by the most qualified person who can ensure the knowledge of the laws and the power to enforce the implementations as well. There will be no sense of suffering from the laws if there is no violation in the obedience as well. Correct?

Utopian thinking.

The universe and everything in it is chaotic place which is somehow organized just enough to hold together. It has held this delicate balance between organization and chaos for far longer than humans have walked the earth.

Any attempt to offset this balance by implementing draconian laws or rules has always been and will always be met with push back from all sides.

Our laws and rules must mirror the rhythm of the universe in that they must be strict enough to hold society together and establish a basic code of conduct, but flexible enough to take in to account the circumstances in which each of those rules or laws were violated.
