The rules are so arbitrary from place to place.
Florida seems to be one of the worst.
HHI in SC nearest me has rules that vary according to season.
No one wants to step in poo on the beach, I get that.
But that's on the owner, not the dog.
That owner is probably leaving other trash I would guess.
