This is exactly what it means. They reinforce this in peoples minds with words like "entitlements" because they can point out that social security is only a tax and you think you are "entitled" to it. They get away with this one because most people are not old enough to be drawing social security money of any kind.

An exercise in thinking comes out here as I told a young person at work yesterday that I got another phone call about my "social security number being compromised" and I'm laughing at this scam. He said I should be concerned with that at my age. I told him we should all be concerned with it and age has nothing to do with it. He has that younger GOP thinking that they push on us all.
