It should horrify me, the prospect of a bunch of people being shot down for trying to rush the fence at a government base, and yet it doesn't. Because they're sort of idiots.

If a date for a rush is set, I will gamble on the following: A) fewer than 2 dozen will actually show up; or B) if the number rises into the hundreds (doubtful), etc, the government will put out warnings and threats and bring in the forces needed to stop anyone. The place has cameras surrounding it.

All they have to do is close the road a few miles out. Very, very few who do actually show up will have the supplies and ability to survive in the desert for long enough to get there.

A top secret military base in the Southwestern United States desert. Supposedly there are space aliens there. There are definitely top secret experimental craft (seen at night doing alien things). Many people who work there live in Vegas and fly to work on a private government jet - how about that for public transportation.
