The problem is not the dog, it is the owner. I love dogs too but I do not appreciate being barked at or worse chased by a poorly trained dog. It is on the owner. I've blazed by on my bicycle dogs not on a leash that are with their owners and the dog did NOTHING but continue walking with it's owner. I come down a street with owner and dog standing at a corner the dog is on a leash and it goes fuckin' nuts when it sees me approach and if not for the tight hold on the leash that animal would have been all over me like white on rice.
Like everything else, keep your choices to yourself and try not to inflict your quirks on others not of the same temperament.
The owner of the dog should be charged with attempted homicide. Yeah, change the penalty for having a dog this untrained and loose on the street.
