I've got it! Let's regulate white supremacy like we do for commercial fishing. We pass a law that you can only engage in so much white supremacy each year and If you go over that limit, they suspend your right to hate on any group for the remainder of the season and you have to pay a hefty fine.
Three offenses and they revoke your racism license entirely.
