Sounds like a case in which either this practice needs to be regulated out of existence, or... in which regulations probably nearly prohibiting it were repealed by politicians due to pressure from corporate lobbyists. Stuff like this is what the EPA should be clamping down on.

This is actually a much greater problem than most people understand as the toxins from plastics is killing the phytoplankton; the greatest source of oxygen on planet earth.
