Are pulsars also known as neutron stars?

The phys.org article says China’s new FAST scope has found pulsars. Electric Universe folk say neutrons decay in under fifteen minutes so the Gravity-only Universe’s neutron stars don’t exist.

America’s James Webb Space Telescope may be up and operating before FAST is fully operational. Time may tell.
