I think it could work, and help.

I heard something about car idling in New York City. I think incentives for electrics and hybrids would help with that.

It's illegal for diesel trucks to idle in New York so there are drive up AC & HEAT ports to keep waiting drivers from thermal injuries

It will be interesting to see how this works. The problem with making anything free is that a small number of people will abuse the heck out of it. As long as mechanisms are in place to cope with that, great idea!

I'm not sure how you think it can be abused. It's like abusing public roads.

@bingst In Seattle gangs started hanging out in them, in SF on days BART is free homeless people shelter in it. I'm sure other examples can be found. I'm suspecting Luxembourg will have less of a problem, the social contract is likely stronger there.

@bingst And people abuse public roads in diverse ways, but we have laws, regulations, sand enforcement to control it.
