My take is he is hoping for a violent counter protest that he can Dominate. A bloody protest will hype up his stupid base. If the smart people are able to crush such a protest and get everyone to stay home he will be able to claim his firm hand kept it from happening. In other words he has figured out what he considers a win win scenario.
