Hypothesis - Mitch McConnell and the Senate Republicans purposely remained intransigent in the negotiations for the Supplemental Bill so that President Trump could step in and use his Executive Action powers and look like a hero. He got relief to those the Supplement was aimed towards and took the pressure of the Presidency.

Along with that the Democrats will challenge the Executive Action in court and look like the villeins, despite being in the right. Senate Republicans had 10 weeks to respond to the House proposal put out the beginning of the summer, but waited until the last minute to address it when the deadline was eminent.

WAs this the plan all along?

A great point that had to be made.

They shouldn't fight it, they should criticize his program. Explain the inaction process by the Republicans that made Trump's executive action "necessary" Then they should show how weak his program is and how much better their bill would've been.
