Bylaws and law can dictate how you carry one business but even they are subject to challenge. If a business owner is not subject to any bylaw or law ( which restricts what he /she may do) he or she is allowed to carry on their business as they deem appropriate providing they do not violate the conditions imposed on. them. And that includes letting them decide on the basis which people are allowed to do business with them. If a business decides the you must wear a face mask, you are trespassing when you don't. And in that case you are subject to arrest and prosecution. It has nothing to do with constitutional rights: it has everything to do with property rights. You cannot force someone to do business with you. A contract is never valid when obtained by duress. People may think they can bully business owners - they cannot and they commit criminal offenses when they insist on doing so.
