I didn't even have to get to the end where it said Arkansas to know where it meant  although in all fairness, if you don't have a 4x4 around here, you had best like walking ,as cell signals are non existent as are the roads in places. I carry a lasso  in the back but it's not a fashion statement, it's for all the friggin cows that I keep finding wandering around in the road

                                        In Texas, you always know an out-of-state or big city driver. They do not wave back. Go anywhere small town Texas and they wave with their hand hello like they know you.

                                        Same around here. I figured they all basically do know each other, so they figure they best wave lest they miss someone they actually do know and they wind up feeling slighted
