No one should be surprised by this.
If anyone is, they haven't been paying attention.
45 has a long history of not paying those who have worked for him.
Rudy should have expected this.
As an aside, Rudy has allowed himself to become a cartoon character.
He's gone from "America's Mayor" to a caricature.

I've repeatedly compared him to Nosferatu.
Don't have the pic on my phone, or I'd have posted it.
Shame the way he turned out. I once respected him as a former US attorney in the Southern District of NY. He took down many organized crime big shots here from 83 to 89.
Now he’s unrecognizable. and a poster child of what a Trumpanzee is.
