It's not simple , people who get higher education are in massive debt . Many countries give higher education for free or little cost . We must let those who can get higher education get it.

I am not sure what is so complex about it... As you pointed out other countries subsidize higher education, And I think it is because of the returns they get in terms of human infrastructure.
I'm not sure this is an issue of those "who can* get it" as much as it should be an issue of making it available to all.
The American education system has been specifically designed to widen the wealth gap and the health gap in the population. The rich get richer, and they kick the poor people, seeing them as subhuman.
@Gwendolyn2018 while I share the sentiment I think this is not the best approach. I think both trades and formal academic curriculums need to be combined and be driven by educational neuroscience.
In other words, make basic trade skills as needed by the nation's national interests a normal part of the academic process.
Specialized companies or industries can pony up the cash to augment curriculums in a manner that can be publicly accountable without compromising intellectual property.
People should be able to get the trade skills they need to survive and thrive as they develop their technical and academic portfolio.
