He could start by developing investigations within the FBI as to why they ineffectively/incompetently informed the Capitol Police. Wray should be retired. The DOJ needs its own investigation as to why they haven't filed charges based on the Mueller Report. Trump's 2016 campaign investigation needs to be re-opened but this time without the restriction on business and finances. Biden needs to declassify intelligence related to Trump's interactions with Putin and the same for Giuliani, Flynn, Manafort and Bannon, and expose everyone with a Russia connection. That also includes McConnell and his whole caucus. He should release the phone recordings that Trump illegally stored on the classified server. You get the idea.
