True to a degree, but like all simple statements it is more what it misses that is important, wisdom is always in the nuance. You could for example say. Not by the quality of its truth, but by the quality of its lies. ( Be good at telling people what they want to hear, rather than the truth, and you are bound to be popular. ) And several other things.
