My conclusion from this and other actions by the Florida governor is that he very deeply and personally hates women.

Maybe DeathSantis is on a power high after winning some of his culture wars with the Don't Say Gay bill and the fortune he is amassing in anticipation of running for president.
I would guess that he is intimidated by women and thus wants to take away as much power from them as he can.
