No, it's an analogy. Look up Tim Scott, then watch Quentin Tarantino's film, "Django Unchained". To put it in plain English, Tim Scott is a black Junior Senator from S. Carolina, campaigning with Donald Trump, and Samuel Jackson played a sycophantic "House Nigger" for a Southern plantation owner just before the Civil War.
