I don't think intelligence would rise, but education would likely increase
Seeing that so many of the soldiers fighting in the wars were enticed to do so by religious nationalism, there is "some" truth that there are no atheists in foxholes. And yes, if soldiers weren't groomed into war with religious and political propaganda, there would likely be fewer wars.
