I guess he means rape is good for the rapist & murder is good for the murderer. Perhaps the raped should not feel it is a bad thing. Perhaps the murdered should see being murdered as a good thing. To put it simply. Depends on the victim & perpetrator's point of view. Or society's tolerance or not.
