Scott Ritter was anonymous til he revealed his own identity to set up a meeting with an undercover police officer, posing as a 15-year-old girl. He is a registered sex offender in Pennsylvania and in NY State. His passport is stamped as such and he's not granted entry in many countries.

From the sounds of it, the proper procedure was not followed. No paperwork authorising officially was shown or given. Passport confiscated, go home.
