Can you be religious and an atheist at the same time? I know that atheism is the rejection of theism, but not every religion is theistic. What are your thoughts?

I'm an atheist who lives by a Satanic philosophy, so I identify as a Satanist. Some people choose not to associate with a religion, whereas I find the structure of the philosophy to be very helpful when confronted with difficult situations where my immediate feelings may otherwise result in poor reactions rather than more preferable responses. There is no need for a believe in any supernatural arbitrary authority to find inspiration through religion.

I would define the ideology of North Korea as being a religion with their dear leader as their god. Does that make them atheists as their god is human and not a god in the normal sense?

Theo = god/s. If they believe Kim Jung Un is a god, then no, they are not atheists to my understanding.

There are of course the non-theistic religions, but there are also those who for various reasons follow a religion devoutly yet don't actually believe its theology. It could be because of tradition (e.g., many Jews are fully observant yet atheistic) or because they believe that religion has important utility.

the jews were persecuted for one reason. Their ability to loan money as it was not permitted by the catholics. follow the money and you'll get the answer to alot of historical questions

Every religion is a failed attempt to come up with a total system ideology -- an ideological system which purports to e\include and explain everything. Human beings have been attempting to formulate such ideologies since humans have existed so that their do not have to face their relative ignorance and powerlessness. Even brilliant people like Einstein have suffered from this "illness." He could not accept Heisenberg's uncertainty principle because he did not believe that God would play dice with the universe . He also sought a unified field theory -- a scientific ideology which included and explained everything.
