When a household is searched by the police with a warrant, and drawers, cupboards, libraries, etc., are searched by throwing everything out and nothing is found, who puts it all back and pays for the repairs?

I think it unfortunately usually falls to the person being searched.

Unfortunately, it is the residents who must put everything back, whether anything is found or not, or whether there were grounds for the search or not. The police can take many actions that there are no real consequences for, sadly.
