Woke up depressed, the world dark and hopeless. I am aware this is because I forgot to go back and fix the in-text referencing on a science assignment I submitted last night. How does one develop a healthy sense of proportion in a world where perfectionism is so valuable?

Contact your instructor. if he won't help you, give him or her a negative rating. fight for yourself and don't give up

Good question. Have you tried meditation? I know it sounds trite, but it does help with a sense of proportion. You can learn to let go of your thoughts for a while, and relax into yourself. I struggle with perfectionism to certain degree, but I also have defeatism, so that when being perfect is too overwhelming, I say fuck it and forget it.
